1. Tokyo Manji Gang

The number 1, is clearly this gang. The whole Tokyo Revengers manga is centered on them. A gang whose executives are teenagers but yet they beat the shit out of older gangs. They are so strong that their disappearance created an entire era of chaos (chapter 208).

The Tokyo Manji gang is known for its powerful executives. Some of which are; The invincible Mikey, Draken, Takemichi, Angry, Peh-yan, Pah-chin. Each of them had their particularities that made Tokyo Manji the strongest gang in Tokyo Revengers.

2. Bonten

What happens when the strongest guy of the anime, supposed to be kind, suddenly becomes evil? Well it gives Bonten!!! This gang, in Tokyo Revengers, is one of the worst criminal organisations in Japan. This gang is led by the invincible Mikey voiced by Yuu Hayashi. Oh yes it is. Mikey created Bonten after some pretty disturbing circumstances. By the way here are some voice actors of Tokyo Revengers you may not know.

Mikey recruited some powerful executives from gangs he had defeated. In terms of evilness, even the league of villains in My Hero Academia are kids in front of them(check chapter 196). They clearly are the number 2 strongest gang in Tokyo Revengers.

3. Black Dragons

The third in the list is none other than the Black Dragons. Created by Shinichiro Sano, Mikey’s elder brother, the black dragons were very powerful at a certain time. Shinichiro’s death and many other issues is what leads to the creation of evil Mikey. The Black Dragons are known for their endless potential, durability and teamwork!!

4. Brahman

The fourth in the list is the cunning type. The kind of guys who prefer to play in the shadows. Those who don’t play by the rules. They became very strong when the Tokyo Manji gang disbanded. Led by Senju Kawaragi, a very strong dude, the Brahman gang is very much feared. Their top executives too are not to be neglected. They are known as: the living legends of the black dragons (chapter 213). When you hear that kind of name, that guy is clearly strong.
